Helps speakers of other languages improve their English-speaking skills so they can continue their education at EOC or at another English-speaking school or college.

Eligibility: Adults who meet income and residency requirements

Application Process: Call or go online to apply

Required Documentation: Picture ID, proof of having been a New York State resident for at least one year, proof of income; other items may be required, depending on circumstances
