Eligibility: Residents of the City of Watertown; Towns of Adams, Alexandria, Antwerp, Champion, Ellisburg, Henderson, Hounsfield, Lorraine, Orleans, Pamelia, Rodman, Rutland, Theresa, Watertown, and Worth; Villages of Adams, Alexandria Bay, Antwerp, Ellisburg, Glen Park, Sackets Harbor, Theresa, and West Carthage

Application Process: Referrals accepted from police agencies, courts, social agencies, SPCA, dog control officers, and individuals
